buy a smooth black eyeliner
the waterline and your spot in the bottom of your eyelids a bit, but make sure it is not messy. Go over it with liquid liner to seal it in.
As for eyeshadow shimmering use ... bright colors like purple, dark pink, olive, royal blue etc. and use the black in the crease ... highlighted with a pearl / eyeshadow opaque. Line your upper eyelids with liquid coating
use lots of mascara and false eyelashes add if you want.
