Eye Make Up For Asian Eyes

im Filipino (Asian type) and my eyes are a bit small, but not as small as the Chinese or Korean people. no offense to any Chinese or Korean.
I want to know if I should put eyeliner on both top and bottom of my eyes or just below. (Up to my eyes makes him look smaller)
